Не совсем так, скорее наоборот. Почти все журналы APS бесплатные (
https://authors.aps.org/).
Physical Review (A,B,C,D,E,X,...) требует Publication Charge (of $1325/article, $825/Rapid Communication or Brief Report, $300/Comment or Reply)
только, если
"...authors of manuscripts are not submitted in acceptable electronic format. Acceptable formats are REVTeX (preferred), LaTeX, plain TeX, MS Word..." Ну и конечно "Charges for color figures and reprints are separate from these publication charges." (Для того, чтобы набрать статью в LaTeX особых способностей не надо. Поэтому все мои статьи в Physical Review D были бесплатными).
И только самый ТОПовый журнал APS - Physical Review Letters - требует Publication Charge в
обязательном порядке:
"To help defray editorial and production expenses, authors of published Letters are expected to pay a publication charge of $670 ($235 for a Comment or Reply). Charges are higher ($825 for a Letter, $300 for a Comment or Reply) for those that are not submitted in an acceptable electronic format... Charges for color figures and reprints are separate from these publication charges."
