А так же отдельным списком статьи по специальностям, а также списки членов редколлегии способные осуществлять рецензии по специальности. Кроме того, это специалисты должны иметь публикации. |

For your information, the reason for making this decision is: The title mentioned above has been evaluated for inclusion in Scopus. The review of this title is now complete and the ECSAC-Russian board has advised to not accept the title for Scopus inclusion at the present time. For your information, the reviewer comments are copied below: The Journal publishes articles that may be potentially interesting to foreign researchers, particularly to those interested in Russian history and philology. Among other advantages are good English in abstracts and the website. However, at present, the Journal demonstrates a local, rather than international, character. To be included in Scopus, the Journal should take steps towards its internationalization via adapting international publishing standards. To this end, the following issues should be addressed: 1) The Editorial Board performs 'legislative and deliberative' functions. Peer review should be conducted by independent (external) experts. Nothing indicates this. Though the responsibility to peer-reviewers is described in the Publishing Ethics division on the website, the proper Peer-review description is absent. We also have some doubts about the appropriate level of the peer-review process because of the uneven quality and many articles. 2) Publication Ethics cannot be considered sufficient. This section should be extended by describing the retraction policy and anti-plagiarism policy, etc., according to the COPE standards and PEMS demands. To this, the website contains no information on what software is used for detecting plagiarism. 3) The aims and scope of the Journal are not clear. Some articles are rather strong, but it is hard to understand what principles they are selected and placed in the issues. It seems that the Journal considers for publication all materials on the topic of history and philology. The scope should be narrowed down and specified. 4) The Journal publishes 6 issues per year. We can see that each issue is devoted to either history or philology. Since there is no clear link between the subjects, why not consider publishing separate journals then, or prepare the separate thematic issues with indication definite subject on the cover of each issue. 5) The geographical diversity among the Editorial Board members is good but it is not clear what is the role of foreign researchers, because articles in English of the editors or other foreign or Russian authors are absent. The international diversity of authors is absent, and authors of the Founder are predominant. The editors should take measures to attract foreign specialists, or describe the journal’s aims and scope closer to Russian and regional issues. 6) The majority of articles have not structured according to the demands for research articles, without any introductions, logical sub-sections and conclusions. Such texts are very hard to read. 7) Although the abstracts are written in good English, some of them are too short to convey the essence of the conducted research. 8) Articles contain no author affiliations (research institution). This information should be provided in the metadata, following authors' names. Funding information should be presented in the Acknowledgment section. 9) For greater visibility and internationalization, tables and figures should have captions in English. The same applies to headers and footers. 10) Since the Journal allows 'free' access to its publications, all the parties should be protected. It is advisable to start licensing the content (e.g. Creative Commons licenses) and transfer to 'open' access. The open access policy should be clearly formulated. 11) The website is necessary to improve. The full information about the journal should be more transparent on the website, including the full texts in one pdf for each issue, the necessary descriptions of the peer-review process, detailed information about Editorial Board members in English, more detailed Guide for authors (for abstracts), etc. 12) For raising international interest in the journal, we would recommend to editors/ publisher to think about the changing of the journal’s name. The Editors may be advised to study materials prepared by the Association of Science Editors and Publishers (ASEP) on international publishing standards. The embargo period of 2 years is recommended before the next submission. Лучник, да, лихо они расписали. Интересно было бы посмотреть, какой процент индексируемых там сейчас журналов соответствует всем этим пунктам.
Но Ваш журнал все же в Перечне ВАК? |

Вероятно, нужно искать среди наших публикаций - статьи по смежным специальностям, которые мы принимали как статьи по специальности 19.00.XX, но в то же время они подошли бы и под 19.00.13. Уважаемые форумчане, как вы считаете? |
